From Phoenix to SHIFT: A Framework Evolves

In the aftermath of October 7th, ten NSL alumni, Muslim, Jewish, and Christian, from Israel, Gaza, the West Bank, and East Jerusalem, came together to chart a path forward. That work culminated in 2024 with the Phoenix Framework, developed during an intensive working session in Geneva: a practical pathway toward peace, security, justice, and self-determination, authored by young leaders directly impacted by the conflict.

As the work expanded through continued dialogue, policy engagement, and collaboration with international stakeholders, so too the framework evolved. Participants increasingly focused on identifying opportunities to build the conditions necessary for a shared future, alongside addressing the conflict itself.

This evolution led to the evolution from the Phoenix Framework to the SHIFT Framework. At it’s core it’s almost entirely the same document; a living document that moves beyond traditional zero-sum approaches and identifies interconnected areas of opportunity for advancing Israeli-Palestinian reconciliation and preparing the ground for a negotiated and durable resolution.
